Oil and gas has always been used a political football by both parties. Republicans have accused the Biden group of withholding drilling permits on Federal Land, which it has, for instance in Alaska and some in the GOM. On shore, however, in shale plays, it hasn't and the New Mexican part of the Permian Basin HZ play, where 35% of total tight oil production lies, has gotten lots of permits. 

In the interest of balance, Biden is now releasing more oil from the SPR to lower gasoline prices in the US, about as stupid a thing imaginable.
